The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) was established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966 "to provide to the participating countries high quality graduate study in agriculture; promote, undertake, and coordinate research programs related to the needs and problems of the Southeast Asian region; and disseminate the findings of agricultural research and experimentation." For its Eleventh Five-Year Plan, SEARCA focuses on Accelerating Transformation through Agricultural Innovation (ATTAIN).

Location: SEARCA is located in the University of the Philippines Los Baños campus, Laguna, Philippines, about 65 km north of Manila, capital of the Philippines.
Core Programs:

SEARCA's Eleventh Five-Year Plan (FY 2020/2021 – 2024/2025) focuses on the overarching theme of Accelerating Transformation through Agricultural Innovation (ATTAIN).

This theme is embedded in the major initiatives of SEARCA in Education and Collective Learning, Research and Thought Leadership, Emerging Innovation for Growth, and Applied Knowledge Resources.

Education and Collective Learning (ECL)
SEARCA's ECL is composed of the Graduate Scholarship and Institutional Development (GSID) and Training for Development (T4D). GSID connects students, professionals, scientists, executives, teachers, and farmers to SEARCA's partner universities and research institutions to pursue graduate studies and professional learning in fields significant to the SDGs. It also provides assistance to empower and equip universities that are strategically located in growth areas to boost economic development in the region. T4D bridges the gap between the different agricultural and rural development ecologies by addressing relevant and urgent needs through practical technical training programs and learning modules, via residential and online or other distance modalities, and focusing on social, policy, technological, institutional, and conceptual innovations.

Research and Thought Leadership (RTL)
SEARCA's RTL leads the conduct of evidence- based agricultural and rural development interventions toward developing policies and regulatory frameworks that support ARD at the local, national, regional, and international levels. Aligning these services with the SDGs, SEARCA aims to create big ripples of impact that will reach the farmers more effectively.

Emerging Innovation for Growth (EIG)
SEARCA's EIG showcases agri-innovations, sustained best practices, emerging agribusiness models, and smart disruptive solutions to inspire all to confront future challenges in agricultural and rural development. It includes the Open innovation and Agri-incubation, Knowledge and Technology Transfer, Project Development, Monitoring, and Evaluation.

Applied Knowledge Resources
SEARCA's Applied Knowledge Resources promote learning culture, knowledge creation, and knowledge sharing and use among key actors in agricultural and rural development (ARD) in Southeast Asia. It provides opportunities for professionals and policymakers to update themselves and discuss contemporary issues and science-based perspectives on ATTAIN, strengthen their leadership competencies, and hone their research capabilities; and provides access to science-based information and knowledge on ATTAIN in SEAMEO member countries.

Organization:

SEARCA is headed by a Director. A Governing Board composed of representatives from the 11 SEAMEO member countries serves as the policymaking body, while Senior Fellows provide gratis advice and guidance in the conceptualization of programs as well as technical inputs in project development and implementation.
